Career Highlights
Sercan is the founder of DAS and specialises in delay analysis. Sercan is known for his exceptional analytical skills and his keen eye for detail. Sercan has 15 years of experience as an engineer and consultant and has undertaken analyses on major projects around the world in most sectors. These include power stations in Australia, the Middle East and South America; oil and gas projects in Australia and South America; mines in Australia, South East Asia and Latin America, rail systems in Romania and Canada; offshore projects (pipeline and platforms) in Australia, Brazil and Mexico.
Notably, Sercan has been appointed as delay expert in eight occasions. Sercan testified and was cross-examined in three occasions, in Chile (CAM Santiago) in March 2018 and in Peru in May 2018 (AmCham Peru) and December 2019 (CCL Peru) Sercan also presented before a dispute resolution board in Colombia (CAC Camara de Comercio de Bogota). Sercan currently acts as the party appointed delay and programming expert in a local arbitration in Peru involving construction of a hydroelectrical power plant, and an ICC arbitration in Colombia involving construction of an oil import and export terminal.
Sercan was cited in Who’s Who Legal: Construction Future Leaders 2020 and 2021 as “exceptionally detailed and dedicated”, “very hardworking” with a “unique knowledge of construction”, “a star” and “one of the best experts you can find”.
