Offshore Gas Pipeline
Australia

The project involved construction of a 889 kilometre, 42-inch in subsea gas export pipeline valued at about USD $1.6 billion. As consultant to the Owner, assessed the Contractor’s various extension of time claims, carried out detailed analysis of the Contractor’s planned and actual progress in pipe laying works, undertook measured mile analysis to evaluate the Contractor’s loss of productivity claims in welding, joint coating and offshore pipe laying works.

Gas Transmission Pipeline Australia

The project involved detailed design, procurement and construction work valued at about A$1 billion for a 540 kilometre, 42-inch underground gas pipeline network to transport coal seam gas from gas fields to a LNG export facility. Assisted the delay expert in assessment of the Joint Venture’s various variation proposals. The value of individual variation proposals ranged from AUD $40,000 to AUD $101 million. Carried out measured mile analysis to evaluate the Joint Venture’s loss of production claims in welding, trenching and lowering works due to environmental permit issues, route changes and right of way issues.

Floating LNG Facility
Australia

Consultant to the Owner, contemporaneously analysed incidence, extent and root causes of delays to the construction of a AUD $12 billion floating liquefied natural gas facility. Delay issues included high-pressure leaks, clearance of punch list and check sheets, permitting and inclement weather. Prepared and delivered presentation on the primary causes of delay, and an opinion on the extent to which the project owner’s changes have caused delays.

LNG Regasification Terminal
Wales, UK

Assisted the delay expert in an LCIA arbitration related to a dispute involving the mechanical and piping subcontractor’s extension of time claim due to delays to process piping works on an LNG storage terminal project. Assessed the effect of the claimed delay events on the critical path to completion. Delay issues included lack of access and free issue materials, weld repairs, industrial relations, labour shortage and inclement weather events.

Gas Transmission Pipeline Australia

Assisted the delay expert appointed by contractor in SIAC arbitration. The dispute related to construction of a 435 km long high pressured steel gas transmission pipeline for the delivery of the gas from the coal seam gas fields to an LNG facility. Delay issues analysed included late provision of site access, lack of cultural heritage clearance, environmental permits, inclement weather and lack of railway and road crossing permits. The total value of the EPC contract was US $1 Billion.
